You decide to tell “Savage” to remove his hands from his pockets.  This is an excellent decision.  

However, it will not stop a suspect from bringing out a weapon to use against you, if he is truly committed to violent action as an alternative to arrest.  Allowing a suspect to keep his hands in his pockets for any length of time exposes you to the risk of the suspect accessing the weapon quicker than you can respond to stop him.
